In short

The essentials in five lines

Choosing a Copilot Studio partner in Europe in 2026 comes down to eight verifiable criteria.

  • Microsoft provides the tool, Copilot Studio. The partner provides the integration with your data, the governance and the evidence: that is where the gap between a POC and an agent in production is decided.
  • Eight criteria separate the candidates in 2026: Microsoft designation and Jumpstart Ready Tier status, customer stories published by Microsoft, EU or Swiss hosting and ISO/IEC 27001:2022, pro-code capability on Microsoft Foundry, governance after go-live, AIOps and FinOps for agents, skills transfer, and access to Microsoft-funded days.
  • Ask for one piece of documentary evidence per criterion: the profile in the Microsoft partner directory, a link to a published customer story, the ISO certificate, a governance framework template, a skills transfer plan.
  • The market documented here is France and Switzerland, because the existing English-language rankings only name United States firms. Several providers there publish a dedicated Copilot Studio offer: check each one's Microsoft status, Microsoft-published cases and data hosting before comparing prices.
  • Witivio is a Microsoft Solutions Partner with the Modern Work designation and a Microsoft Copilot Jumpstart Ready Tier partner for 2026, authorized to deliver the official Agents at Work engagements with up to 50 Microsoft-funded days, ISO/IEC 27001:2022 certified, hosting in the EU and Switzerland.
What is really at stake

Microsoft provides the tool, the partner makes the difference

What you buy from a Copilot Studio implementation partner is not the platform. It is the move into production.

The platform is the same for everyone: Copilot Studio is bought from Microsoft and Microsoft 365 Copilot licenses do not depend on the provider you select. That is why the three quotes on your desk look alike. What varies is access to business data, the quality of the scoping phase, the governance set before go-live and the tracking of Copilot Studio credits.

One example of what a project taken all the way to production delivers: at GroupeActive, writing a commercial proposal went from a full day to two hours, in a customer story published by Microsoft on 16 July 2025. For the platform and the delivery method in detail, see our Copilot Studio and Microsoft Foundry partner page.

Three identical quotes
Three providers describe the same tool, the same SharePoint connector and the same pilot. With no defensible criteria, you end up deciding on price alone, and therefore on the lowest bid for governance.
A choice to justify to procurement and to the CISO
Procurement wants a traceable score, the CISO wants hosting regions, the security certificate and the DPA. A wall of client logos answers neither of them.
A POC delivered with no governance and no credit tracking
The agent is demonstrated, then nobody keeps the inventory, approves publications or watches Copilot Studio credit consumption. The invoice arrives before the value does.
The method

The 8 criteria for choosing a Copilot Studio partner

Each criterion is one question and ends with one piece of evidence: a Copilot Studio expert who cannot produce it remains a declarative consultant.

01
Microsoft designation and Jumpstart Ready Tier status
A Solutions Partner designation is audited by Microsoft and dated, unlike a badge dropped on a website.
What to ask: which Solutions Partner designation do you hold, since when, and are you a Copilot Jumpstart Ready Tier partner?
The evidence to require: the profile in the Microsoft partner directory, the exact designation name, the year of the Ready Tier status.
02
Customer stories published by Microsoft
A customer story published on microsoft.com is the only type of reference a buyer can verify without going back to the provider.
What to ask: which Copilot Studio project has been published by Microsoft or presented at a Microsoft event?
The evidence to require: the link to the customer story on microsoft.com, with the client name and the date, or the matching Microsoft session. On the Witivio side, the GroupeActive customer story of 16 July 2025 and the Institut Curie agent presented by Satya Nadella at AI Tour Paris 2024, detailed in the Institut Curie case study.
03
EU or Swiss hosting and ISO/IEC 27001
This is the criterion your DPO and your CISO will read first.
What to ask: where is the data of your services hosted, which subprocessors, which security certification and over which scope?
The evidence to require: the ISO/IEC 27001:2022 certificate with the certification body and the number, the regions written into the contract, the DPA. See our trust and security page.
04
Pro-code capability on Microsoft Foundry
Copilot Studio covers business scenarios connected to Microsoft 365, beyond that the partner has to be able to deliver a custom engine agent.
What to ask: what do you do when Copilot Studio is no longer enough, can you deliver a custom engine agent and select the model?
The evidence to require: an example of an agent built on Microsoft Foundry, the use of Agent SDK and MCP, the list of available models including Mistral through Azure AI Foundry and Claude through the Anthropic API. See pro-code capability on Microsoft Foundry.
05
Governance after go-live
An agent delivered with no owner and no publication rule becomes debt within months.
What to ask: who governs the agents once they are delivered, how is the agent inventory maintained, who approves publications?
The evidence to require: a governance framework template, a demonstrated agent inventory, support for Microsoft Agent 365. See governing your agents with Microsoft Agent 365.
06
AIOps and FinOps for agents
Answer quality drifts and Copilot Studio credit consumption grows with usage.
What to ask: how do you measure answer quality and credit consumption after launch?
The evidence to require: a sample dashboard, the alert thresholds, the frequency of consumption reviews, the named owner.
07
Skills transfer
The second agent should cost less than the first.
What to ask: what will our teams be able to do on their own at the end of the engagement, and what are the reversibility conditions?
The evidence to require: a dated transfer plan, the documentation delivered, the number of training sessions, the reversibility clause in the contract. The full sequence is described in the Copilot Factory method.
08
Microsoft funding
Not every provider can nominate your organization for a Microsoft-funded program.
What to ask: can you nominate us for a Microsoft-funded program, within what timeframe, and for what scope?
The evidence to require: the ability to deliver the official Agents at Work engagements, the eligibility response time, Azure MACC eligibility for licenses. Witivio answers within 24 hours on the Microsoft Copilot Jumpstart program.

Copy them as they are into your tender documents, with a written answer for each one.

  1. Which Microsoft Solutions Partner designation do you hold, and since when?
  2. Are you a Microsoft Copilot Jumpstart Ready Tier partner, can you nominate us, and within what timeframe?
  3. Name a Copilot Studio agent in production at an organization of our size, with the measured gain and the contact name.
  4. Which of your projects has been published by Microsoft or presented at a Microsoft event?
  5. In which regions is the data hosted, and what does your DPA say about subprocessors?

  2. What do you do if Copilot Studio does not cover the requirement: can you deliver on Microsoft Foundry, with Agent SDK and MCP?
  3. How does the agent respect SharePoint permissions and Microsoft Purview labels, agent by agent?

Watch out

Six signals that should alert you

Seen in real tenders, never attributed to a named provider.

  • A priced quote issued before any scoping of the use cases.
  • A free POC with no written criteria for moving into production.
  • No named reference, or logos with no project attached to them.
  • A quote with no governance line and no credit consumption tracking.
  • No skills transfer plan, and an engagement that drifts into staff augmentation.
  • A refusal to state the hosting regions or to provide the security certificate.
Buy or build

What if you did not need a partner at all?

Buying a ready to deploy product or building a custom agent: the question is not the size of your organization, it is whether you have an internal team and how much business integration you expect. A standard support requirement, with no specific development, does not justify an integration project.

If the requirement involves your processes, your repositories and your business applications, you need a partner, and the eight criteria apply.

Buy
Standard IT, HR or finance support requirement, no development team, a fast go-live expected. AI Desk Pro is deployed in 4 to 6 weeks, with no integration project.
AI Desk Pro, our ready to deploy product
Build
Copilot licenses already deployed, business integration expected on your repositories, an internal team to upskill. For the vocabulary shared by both paths, see what is a Copilot agent.

FAQ

Frequently asked questions about choosing a Copilot Studio partner

Yes. Witivio is a Microsoft Solutions Partner with the Modern Work designation and a Microsoft Copilot Jumpstart Ready Tier partner for 2026, authorized to deliver the official Agents at Work engagements. Agents stay inside your Microsoft 365 tenant, on services hosted in Europe and Switzerland, under ISO/IEC 27001:2022 certification. See our Copilot Studio and Microsoft Foundry partner page.

Ready Tier is the level of the Microsoft Copilot Jumpstart program reserved for partners audited by Microsoft and authorized to deliver the official Agents at Work engagements. In practice, the partner can nominate your organization for Microsoft-funded service days, up to 50 days. Witivio is one of the few partners in Europe holding this status, confirmed in 2026.

The budget combines three lines: Microsoft licenses and credits, the scoping and development days, maintenance and governance. At Witivio, a Copilot Factory scoping phase starts at 15,000 EUR and the Microsoft Jumpstart program can fund up to 50 service days. The fixed price is issued after scoping.

Scoping takes 2 to 4 weeks, design and development 4 to 8 weeks: the first agent is in production within 6 to 12 weeks in most organizations. Eligibility for the Microsoft Jumpstart program is confirmed within 24 hours. A partner announcing a few days is not talking about an agent connected to your data.

Yes, provided it has a pro-code capability. Copilot Studio covers business scenarios connected to Microsoft 365; beyond that, Microsoft Foundry makes it possible to build a custom engine agent and to select the model, including Mistral through Azure AI Foundry and Claude through the Anthropic API, with your explicit consent. Ask for an example already delivered, not an intention.

Ask for the exact name of the Solutions Partner designation, then check the provider's profile in the Microsoft partner directory and in the Partner Solution Gallery. Then ask for a link to a customer story published on microsoft.com. A designation is audited by Microsoft and dated; a badge on a website proves nothing on its own.
